Senior Management Biographies
Barry N. Williams, Chief Executive Officer
Barry N. Williams has served as the Chief Executive Officer of First State Bank, New Braunfels, since 1994, and served as President from 1994 until 2011. He has held various positions of leadership during his banking career, which began in 1974.
Mr. Williams has been responsible for creating expanded financial opportunities at First State Bank, which began with one branch in Smithville, Texas. Corporate headquarters were relocated to New Braunfels soon after he became CEO. He now oversees five branches in two counties.
He received his BBA in economics from Texas State University in 1974 and has completed numerous technical schools standard to the industry. He also completed studies from LSU's Graduate School of Banking of the South in 1986.
He presently serves his industry as a Trustee of the Graduate School of Banking, as a Board member of the American Bankers Association Community Banker's Council and as a Board member of the Texas Association of Banker's Services Company. He has previously served as a Board member of the Texas Association of Bankers. He also served many years as an instructor and case leader with the Graduate School of Banking of the South.
Locally, Mr. Williams serves as Chairman of the Board of the New Braunfels Economic Development Foundation and also as a Board member of the New Braunfels Chamber of Commerce, Senior Blue Coat Ambassador. He is a Board member of the Wurstfest Association, Comal County Economic Board and the Comal County Investment Committee. He continues to serve as a merit badge counselor with the Boy Scouts of America and is a member of the New Braunfels Rotary Club and a Paul Harris Fellow.
Previously, he served as Chairman of the McKenna Development Foundation and as a Board member of the McKenna Hospital Hospice Board and Downtown Association. He was Co-President with his wife on the New Braunfels Athletic Booster Club. He is a previous recipient of the Chair of the Board Award from the New Braunfels Chamber of Commerce and was the 2007 recipient of A Prince of the City of a Prince award, one of New Braunfels' most prestigious awards.
John A. Harrell, President/Chief Operating Officer
John Harrell manages the daily operations as well as the overall strategic focus of First State Bank. He has over 14 years of commercial and retail banking experience, including six years in the electric utility and telecommunications industries. Aside from his responsibilities as the Bank’s President & COO, Mr. Harrell serves on the Board of Trustees of New Braunfels Utilities.
Prior to rejoining First State Bank in 2003, Mr. Harrell was with Altec Industries where he worked closely with investor owned utility and telecommunications companies, focusing primarily on corporate fleet management issues such as equipment procurement and fleet retirement models. Mr. Harrell began his banking career in 1991 with First State Bank; and later went to work with SouthTrust Bank and National Bank of Commerce in Birmingham, Alabama.
Mr. Harrell has a Master of Business Administration degree from Samford University as well as a Bachelor of Arts degree from the University of Alabama; and graduated from the Graduate School of Banking at LSU.
Ted P. Cook, Executive Vice President & Chief Credit Officer
Ted Cook currently manages the Credit Administration Division of the bank and is responsible for Credit Quality, Safety and Soundness, Credit and Lending Policies and Procedures. Prior to his coming to First State Bank in 2005, he held various positions in banking that began in 1975.
Mr. Cook’s responsibilities include the day to day management of the bank team composed of Loan Review & Information Technology; Loan & Compliance Operations; and, Loan Management & Recovery. He currently serves on the Bank’s Senior Management Team, the Asset and Liability Committee, Senior Management Insurance Committee, Information Technology Committee, and Risk Assessment Committee.
Prior to his tenure at First State Bank, Mr. Cook held leadership and management roles with Wells Fargo Bank, Chase Bank and InterFirst Bank. He is the past president of the Temple Jaycees, the Floresville Chamber of Commerce, United Way of Comal County, and Associate Vice President of the Comal County Homebuilders Association; past Board Chair of the Texas Junior Miss Scholarship Program, the Mid-Texas Symphony, the Texas Bankers Association Real Estate Committee and the Chairman of Deacons at FBCNB. He has served on the boards of the Greater Temple Area Homebuilders Association, the Temple Chapter of the American Heart Association, the Temple Chamber of Commerce, the Temple Jaycees, the New Braunfels Jaycees, the Greater New Braunfels Chamber of Commerce, and the Floresville Chamber of Commerce. He is a Senior Member of the Greater New Braunfels Chamber of Commerce Blue Coats.
Before a career in Banking, Mr. Cook taught and coached for two years on the Middle and High School levels. He holds a BS Degree from Baylor University and graduate studies in Education Administration and Law from Baylor University and graduated from the National School of Real Estate Finance at Ohio State University. He is also a graduate of the Intermediate Banking School at Southern Methodist University.
Richard Seibert, Executive Vice President
Rick Seibert is the Chief Lending Officer of First State Bank. He has over 33 years of experience in local financial and banking institutions. He personally manages over $46 million in loan outstandings primarily focused in commercial real estate, while overseeing the banks nearly $200 million lending portfolio.
Mr. Seibert began working for First State Bank in 1998 as a commercial lender specializing in real estate and small business loans. Prior to that, he served as Vice President for New Braunfels National Bank/Victoria Bank and Trust/Norwest. Early in his career, he worked for Schertz Bank and Trust and SIC Credit/Beneficial Finance.
Mr. Seibert attended school at Sts. Peter and Paul, New Braunfels High School, and the University of Texas at Austin. He has taken numerous AIB classes and completed the Omega Commercial Loans to Business, as well as Norwest’s College of Commercial Credit.
A New Braunfels native, Mr. Seibert is also an entrepreneur involved in several small businesses of his own. He has been active in the local community serving on the boards of the Comal County Children’s Shelter, Eden Heights Home for the Aged and the Freiheit and Mission Valley Bowling Clubs. He has been a member of the Knights of Columbus, Jaycees, Rotary Club, Wurstfest Association and Chamber of Commerce.
Don Herold, CRCM, Senior Vice President
Don Herold has the responsibility of directing First State Bank’s Loan Administration division as well as the bank’s regulatory compliance.
Mr. Herold joined the management team of the Bank in early 2002. He began his banking career in 1962 and has 47 years of tenure in the commercial banking industry. Over his banking career, he has worked in deposit operations, consumer and commercial lending as well as conducted audit and compliance functions, supervised loan operations and managed trust assets.
Mr. Herold is a graduate of Roy Miller High School and Del Mar Junior College, Corpus Christi; The University of Texas, Austin; The Southwestern Graduate School of Banking; ABA National Compliance School and ABA National Graduate Compliance School and holds the Institute of Certified Bankers Certified Regulatory Compliance Manager certification.
Shaun Sweeney, Senior Vice President
Shaun Sweeney is a Senior Vice President at First State Bank. He has over 20 years of banking experience including stints in operations, training, loan administration and risk management. He has been with First State Bank since 2002.
Prior to joining First State Bank, Mr. Sweeney spent thirteen years, with the largest bank holding company in New Mexico. Mr. Sweeney was later on the staff of another financial institution where he established both internal loan review and internal audit programs.
Mr. Sweeney currently serves as manager of First State Banks Loan Review Department. He also acts as coordinator between internal audit and the bank’s Audit Committee. Mr. Sweeney is Chairman of the bank’s IT Committee.
Mr. Sweeney holds a bachelors degree from the University of Phoenix. He is a Certified Community Bank Internal Auditor, Member of the Institution of Internal Auditors and is certified in ITIL v.3.
